Valipac, officially the Commonwealth of Valipac (val-i"pa'k), is a country located within the region of Aerova. It is bordered to the West by the Cravanian Kingdom of Arran, to the South by Wilsonna, and to the West by @@nation@@. The capital and largest city of Valipac is Lagrina.

Etymology

The country's name is derived from the Latin prefix Vali- and the suffix -pac, which meant strength and peace respectively. The name was derived to mean "strength through peace", although that meaning rarely characterized the nations which it represented early on. The first known use of Valipac was in 862, and has come to represent the entire period under the Empire of Valipac.

The standard way to refer to a citizen of Valipac is as a Valipacian.

History

Geography and climate

The geography of Valipac varies immensely, from the Staarvi Islands in the Northeast, to the marshy swamplands in the southwest. The majority of the nation, including large swaths of the Northwest and the border with Arran, is comprised of rolling hills. The temperature in the East is generally cold year round, but it gets warmer and receives more precipitation the further west you move.

Valipac is bordered to the East by Arran, to the Southeast by Wilsonna, and to the Southwest by @@NATION@@.

Government and politics

The politics of Valipac take place in a framework of a parliamentary, democratic republic, and of a multi-party system. Executive power is primarily exercised by the Prime Minister. Legislative power is vested in the Parliament. The judiciary is independent of the executive and the legislative branches. Valipac has been a democratic republic since 16 June, 1648, when Valipacian citizens forced the King to accept a constitution. The monarchy was later abolished in 1821.

The Prime Minister of Valipac is by convention the leader of the majority party in the House of Commons. General elections are held every five years, but can held more often. There are 1100 total seats in the Parliament of Valipac. The Prime Minister, as head of state and head of government, is the leader of the Valipacian nation. The Prime Minister is also the commander-in-chief of the Valipacian Armed Forces. The Prime Minister nominates the cabinet as well as other government ministers, and signs off on laws passed by Parliament.

Valipac elects a Parliament consisting of a single house. The Commons, the unitary legislature, has 880 members. All Valipacian citizens 18 years of age and older can vote. Parliament is elected for a maximum of five years, but may be dissolved by the Prime Minister before the expiration of their normal term if the Parliament is unable to elect a stable government. In modern history, this has happened in 2009.

The Supreme Court and lower federal courts, whose judges are appointed by the Prime Minister with Parliament approval, interpret laws and overturn those they find unconstitutional. The Supreme Court, led by the Chief Justice, has five members, who serve for 15 year terms. All laws and procedures of both provincial and federal governments are subject to review, and any law ruled in violation of the Constitution by the judiciary is voided.

Foreign relations

Valipac is a member of the Oceanic Defense Coaltion (ODECON), an alliance made up of mid-sized nations similar in politics to herself. Through this alliance she has developed particularly close ties to Akimonad, Britannican Adenia, Leistung, and Zinaire. Although the membership in ODECON is the most notable in the every day affairs of the nation, the relations Valipac holds with several other nations spread across the world also influence her actions.

The Foreign and Commonwealth Office are primarily responsible for maintaining the foreign relations of Valipac. The office is led by the Secretary of State for Foreign and Commonwealth Affairs, sometimes reduced to Foreign Secretary, a position currently held by William Sharpe.

Valipac has not officially been at war in the past 50 years, but crisis after crisis has recently driven Valipac to the brink. The first of these incidents occured when Valipac defended Padullahstan's native whaling industry from attack by Nooreinde. No shots were exchanged during the standoff, which eventually ended with Nooreinde standing down. Operation: Dancing Fire was the second incident, in which the Valipacian Naval Service defended Zoingo from attack by Kroando during the height of Zoingo's third civil war. Finally, the Darfolk Crisis has continued to escalate, and could lead to a Valipacian declaration against Oseato.

Sport

Sports, both domestic and international, are very important to Valipacian culture. In a recent poll, 42% of Valipacian families indicated that they spend their Sunday afternoons watching their favorite Premiership team with their families. The national football team is competitive in the World Cup family of tournaments, and is the champions of the 34th Baptism of Fire. The national rugby team is competing in the Rugby World Cup, and it is rumored that the national baseball team will participate in the next World Baseball Classic. Several Valipacian players are also active on the international tennis circuit, the most notable being Billy Reid.

Outside of these sports, racing is also followed avidly. Valipacian squads participate in the Aerovan Rally Championship, and many people follow the Havenic Rally Circuit as well. Valipac also has it's own Formula 1 series, and car manufacturer Lystrom is rumored to be sponsoring a team to enter into the next Grand Prix.

Other major sports are golf and horse racing, but gridiron football does hold a small portion of the poorer citizens as followers. Most of Valipac's sports developed as "gentleman's sports", and as such some remain largely for the rich. Golf, baseball, and horse-racing are the most commonly identified with this, although rugby has only recently followed football's steps in becoming more available to the masses.
