The Interstellar Aretecratic Union of Sapiency (commonly known as the Aretecracy, the IAUS, or the Union) is a sovereign state located near the very end of the Sagittarius arm in the Milky Way. It is a scant 700 lightyears away nearest-system to nearest-system from The United Colonies of Kobol, and 1560 lightyears away from Earth Empire.
The Interstellar Aretecratic Union of Sapiency is an aretecracy and a unitary state. Each planet is governed by a triumvirate of artificial intelligences. The Aretecracy is a post-scarcity state, with all needs and wants taken care of by the government.

Etymology
The term Aretecracy comes from the greek root arete, meaning "excellence", and the suffix -cracy, meaning government. Thus, aretecracy effectively means "rule of the excellent".
History
United Colonization Front of Niraamaya: 301-380 AT
The Aretecracy originated from the cryoship Niraamaya, launched by the Socialist Union of Niraamaya. It was launched 200 years prior to reaching Niraamaya Prime, in 100 AT. Faster-than-light travel had only then been invented- using a primitive SPEC drive- and the times taken were abysmal. In the first year, the people were defrosted, and were asleep until 301 AT, where they forged out into this brave new world, seemingly a paradise. The colonists created what they fancifully called the United Colonization Front of Niraamaya.
Interstellar Democratic Union of Niraamaya: 380-450 AT
139 years passed, and the life-lengthening process put in while they were in cryosleep meant that they were all alive to witness the wonders of the PUC drive when it was invented. By this time, the population had bloomed from 500,000 to 9,000,000, and the frontiersmen and women were overjoyed by the new discovery. They had detected more habitable planets in the vicinity, and eagerly colonized them.
10 years passed. The colonies in Star System Relusi flourished, and the Interstellar Democratic Union of Niraamaya was born. By then, direct democracy was the norm, and the choices for candidacy were abundant.
Interstellar Alliance of Sapiency: 532-632 AT
82 years passed. Life-lengthening tech was still the norm, and the population had grown to 58,000,000 on Niraamaya Prime, 3,000,000 on Niraamaya Minor, 2,000,000 on Urvara Graha, 900,000 on Sukrta Graha, 100,000 on Sanskriti Graha, 40,000 on Jiivita Graha. Then, first contact was made.
Janaka. A system just like any other.
However, Janaka Prime contained a species- a spacefaring one, without FTL. The Janakans met with the IDUN, and joined them to make the Interstellar Alliance of Sapiency in 532.
Soon after, the Chuankaians were found on Chuankai Prime. They were accepted into the Alliance in 539. In 574, the Lactisi Supersystem was discovered, and 3 of the 4 systems were quickly colonized. In Tiirisi, Luko Graha was found- and Luko Graha contained intelligent life. The Lukoians were inducted into the Alliance in 579.
In 623, another discovery was made in Star System Janaka. One of the species on Marakkis Graha had started using tools. The uplifting process started in 624 and ended in 632, when the Interstellar Alliance of Sapiency federated and became the Interstellar Aretecratic Federation of Sapiency.
Interstellar Aretecratic Federation of Sapiency: 623-707 AT
The Pact of 623 was cosigned by each ruler in the then-alliance. The Alliance became a federated republic- the Interstellar Aretecratic Federation of Sapiency. Laws were loosened, and the genetic engineering programs that help the Aretecracy to this day started then. The Representatives were rebranded as the Planetary Aretecrats.
Interstellar Aretecratic Union of Sapiency: 707-Present
In 700, truly intelligent AI was invented. It quickly solved most of the problems that didn't allow the total unionizing of the Aretecracy (for example, the differences in air, which was solved by Universal Respiratory Medium). AIs were soon used to choose leaders, and in 707 AT, the IAFS became the IAUS that persists to this day, a tight-knit unitary state governed mostly by AIs. Interestingly, the leader of the Socialist Union of Niraamaya is still the leader of the nation, being unfrozen in 707, as per his wishes that he wake up when his country was waiting for him. He was chosen as Supreme Aretecrat by the first AI to be developed, perhaps due to his proficiency in leadership; he held a democratic position for 70 years, constantly, back on Sol III. The Implants were invented in 712; highly sophisticated ones, allowing not just telepathic communication but constant surveillance of all kinds, along with the ability to read everything from datacrystals to tape records to running programs from compiling the source code inside the implant after reading it.
Government
The Interstellar Aretecratic Union of Sapiency is an aretecracy; Supreme Aretecrat Amitabho Chattopadhyay is head of state of the IAUS, and there is no term limit stipulated in any of the Aretecracy's laws, so it is likely that he will remain Supreme Aretecrat for most of it's existence.
The selection process of aretecrats is thus: brain implants put in at birth monitor people for intelligence, curiosity and morality to ensure optimal leadership; the government is thus made up entirely of very intelligent people, those who rise above the rest purely through chance. Even though all are genetically engineered, some people still rise above the rest. These are the Aretecrats.
The Aretecracy has an codified constitution. The Constitution of the Aretecracy is one of the shortest in existence, perhaps the shortest.
Most things are taken care of by the AI managers, but more delicate things are handled by the Aretecracy. Things like declarations of war, colonization and induction of new species into the Union are done with direct democracy.
The Aretecracy is segmented into three branches- the Artificial Intelligence Managerial Board, the Aretecracy and the Citizenry. The AI managers arguably have the most power, controlling all of the resources in the IAUS; however, this ignores that most of their powers are mundane. The Citizenry is, of course, the most populous group, and it holds power when things that might affect them happen. The Aretecracy makes most of the decisions that will effect the long-term future of the Aretecracy, like first contact.
The Artificial Intelligence Managerial Board
The AIMB controls the economy entirely, in what is known as Artificial Intelligence Managed Communism. It also appoints the Aretecrats, and makes most of the non-major decisions. It also monitors all citizen's minds and senses, and maintains the PUC networks.
The Aretecracy
The Aretecracy holds the responsibility of protecting the planets of the Aretecracy, maintaining the Interstellar Space Force and the Planetary Defenses. It is also responsible for the Citizenry and production, along with diplomatic relations and trade pacts.
The Citizenry
The Citizenry are the normal populace. They vote on war and other things that might effect them directly and negatively.
Law and Criminal Justice
Offenses, as stipulated by the Penal Code, are few. There have been no crimes for the last 300 years, ever since the Implants and the PUC network, which stops crimes right before they happen. No attempts have been made for the last 70 years, and aren't likely to. The Constitution is the most important set of laws available, outlining the powers of the government.
The Constitution
The Constitution is a series of codified documents, written by the Aretecrats. Mostly related to sapient rights, the powers of the government, foreign policy and the like, they are the most important written documents in the Aretecracy. All citizens must know them by heart by the time they finish going through the educational system.
Military
The standing space force of the Aretecracy is named the Interstellar Space Force, and consists of one Indestructible Fleet, one Main Fleet, 7 Subordinate Fleets and 21 Undersubordinate Fleets. Other than space-craft, the ISF has 1,133,618 multipurpose drones, 434,621 P-16 Subatmospheric Combat Units and 915,739 Offensive Antigravity Plasma/COIL Turrets currently in service.

The Aretecracy is 8290ly across from Jalitsi to the Lactisi Supersystem.
Economy
The economy of the Aretecracy is entirely post-scarcity; an extreme abundance of iridium found on Janaka Prime, Niraamaya Minor, Luso Graha and several uninhabited planets, along with the Lusioan and Janakan ability to naturally excrete iridium after eating, (Lusoians eat normal metals, Janakans eat heavy metals) combined with the technology needed to rearrange atoms into the desired elements, allows a post-scarcity society, at least for the underpopulated masses of the Aretecracy.
Demographics
The composition of the Aretecracy's static population follows:

18% Lukoian
10% Marakkian
As a result, Solarians, the founding species of the Aretecracy, are the most populous group in the Aretecracy, and Marakkians, the last species to join the Aretecracy, are the least populous. The static population requirement, caused by mass nanobot sterilization, is likely the most contributing factor to this stagnation of norms.
The Aretecracy does not consider this to be a problem.
