Samuel Kirk Philips, (born 5th of April, 1961) was the 32nd President of Garimidia, from January 20, 2008 to his impeachment and election of a new President on April 20, 2010. He assumed the office of the President of Garmidia on 15 January, 2008 following a landslide victory in the 2007 Presidential election, and following his inauguration at 12:00 noon on 15 January, 2008. He became the first President removed from office due to impeachment, as he was impeached by the Garimidian Legislative House on 11 April, 2010.

Philips was the 27th Governor of Walker from January 15, 2001 to January 15, 2005, following a loss in the 2004 Garmidian gubernatorial election. On August 17, 2005 he became the Chief Intelligence Adviser of the Garimidia National Intelligence Service following the resignation of Darren Lockwood the previous week. On October 24, 2007, he resigned from the office of Chief Intelligence Adviser following his election to the Presidency.

The first few months of Philips administration have been like no other Garimidian president: A War in Anacreon and several other conflicts and other issues including the rapid militarization of many nations have lead to many world security issues and questions from citizens and cabinet members on the ability of Philips administration, and to an extent, any administration of any nation to cope with the rising concerns.

The presidency has so far been driven by foreign policy as Garimidia seeks to become active in international affairs. Some have criticized this as leading to wars. Another controversial foreign policy action is the continued, and more heavy involvement in the Indochina War which began under former President Jason Wrent's presidency in 2005.

Early Life

Philips was born on 5 April 1961 to parents Darry Philips and Charlotte Philips. His parents split up in 1965 and Philips went to live with his dad.

He apparently gained an interest in politics and military affairs after listening to his dad talk to then Mayor of Dastin, Logan Harris, about the ongoing Zukzes Civil War, which Garmidia had a pivotal role in.

He attended University from 18 - 22, and graduated with several political science and international relations graduates.

Political life

Philips moved to the state of Walker in 1997, and he won a gubernatorial election in 2001 after becoming an official member of the Democratic Party in 1996. He became the Governor of Walker, and promoted a regional wide economic restructuring as well as initiating infrastructural programs. This cost, by the end of his term as Governor, $4 billion.

He then moved onto the Garimidia National Intelligence Service where he presented his credentials to Jason Wrent the then President. He was chosen to run the service as the Chief Adviser.

In 2007, Philips ran against President Jason Wrent for the Presidency. Wrent had been slammed for getting Garimidia involved in the Indochina War in 2005 with a full ground invasion. Philips, with his record of good economics, was elected on October 10, 2007 and assumed the Presidency with his inauguration on January 15, 2008.

Presidency

Philips assumed the Presidency on January 15, 2008. In his first week, he issued an executive order, Executive Order 210, imposing small tariffs on the beef industry, from 5 -10%. This was welcomed by homegrown beef makers, as the recent upsurge of imports of beef left the homegrown industry at less that 21% of their original sales. The tariff is still in place, and Philips continues to advocate a "strong domestic economy with important ties to the world economy and international trade." He also advocates free trade agreements.

Domestic policy & Major legislation

An immediate issue of the Philips administration's domestic policy was education. A survey from 2003 - 2008 showed that private schools were becoming a more viable option as the quality of teaching and the school curriculum in the public schools had been severely cut in the eyes of the public, mostly due to education budget cuts by former President Wrent. With this he signed the Education Funding and Improvement Act of 2008 in March 2008 after it was approved by Legislative House.

Foreign policy

Philips foreign policy and foreign actions have been like no other Garimidian president. Under his Presidency, the country has entered 3 wars: the War in United Anacreon, Indochina War (continued, heavier involvement and later withdrawal), and the War in Malawan. The government has spend upwards of 10 trillion dollars on the Indochina War. During the Anacreon conflict, upwards of 2,000,000 forces were mobilized.

His Presidency has also seen an upsurge of terrorism in Garimidia, notably the Monday plane attacks which resulted in the 2010 invasion of Malawan. His presidency has seen his devotion to fighting terrorism - most notably against The Brigade and it's leaders and the government that support the organizations.

He also, in relation to the Communist conflict and Terror conflict and in response to the Monday plane attacks, launched a military conflict against Malawan.
