The Royal Institute of South Thasland is a private university which is sponsored by the Royal House while still maintaining a degree of autonomy. It is often seen as partnered with but not subservient to the federal government, in that many government officials maintain close ties with the school. Most notably, the school's Chancellor is a close personal friend of Lord Celsius I, and is a prominent member of the Second Cabinet.

Perhaps the most controversial aspect of the Royal Institute is it's extensive Campus Security Force. Almost entirely made up of ex-military personnel, it has the distinction of being considered the equivalent to the Royal Guards. The force has openly paraded APCs and IFVs on state occasions, though it states that this is the extent of their arsenal. Rumors of more extensive material have been spread by resolutions passed by the Thas parliament which offer financial aid to the Institute on the purchase of any military-grade item.
Part of the need for security is practical- the extensive Thas biological weapons program was headed by many Institute staff, and much of the labs and storage centers are located in campus research facilities.
