The Commissar of Stoklomolvi is, according to the Constitution, the head of state, the head of government, and the Generalissimo of Stoklomolvi. The position of Commissar can either be appointed or elected depending on whichever is more desirable, leading to a seemingly hereditary line of rulers thus far. There is no term limit on the position of Commissar, thus leading to the possibility of a life-long rule. Should the position of Commissar ever be vacant, then a son or daughter of the previous Commissar would become Commissar; if this is not possible, then a new one would be elected. For the duration of the vacancy, the offices of the Commissar would be controlled by the Foreign Affairs Commissariat, as this commissariat is the one closest to the position of the Commissar.
